A lot of packaging and high price for toothpicks and cupcake paper. The toppers are toothpicks with 2 sided pictures. All very cute but not $12 worth of cute.

The toppers are covered foam so they are more sturdy than paper taped around a toothpick. The colors are great. They were cheaper here than on the meri meri website, occasionally they show up for half this price zulily.com but the items on that site change every day so you have to catch them.
